About use

From reservation to return

Please make a reservation using one of the following methods.

  • Reservations by phone: Reservations can be made by phone at the store (during business hours).
  • Reservation at the store: The renter applies directly at the store (during business hours).
  • Reservations on the official website: Reservations can be made through the official Munbu Rental Car website (24 hours a day).

When making a reservation, we will ask you for the following items:

  • Name
  • telephone number
  • Departure date and time
  • Return date and time
  • Number of passengers
  • Your desired class (We cannot specify the vehicle type.)
  • Your desired options

② Visit us and sign a contract

  • Please arrive at the store at the time of your reservation. If you are going to be late, please be sure to contact the store in advance.
    Please note that if we do not hear from you, your reservation will be cancelled and you will be charged a cancellation fee.
  • When using our delivery and collection service, our staff will bring the necessary documents and complete the departure procedures on the spot.
    We will also collect the rental car at the designated return time.
  • Please bring two documents with you: your driver's license and your health insurance card.
    If there are multiple drivers, all drivers must present their driver's licenses.
  • We will not allow rentals if the driver is under 20 years of age or over 71 years of age on the day of use.
  • Please settle the rental fee before departure.
  • Rental car fees are non-refundable for any reason.

④ Departure

After receiving an explanation of how to operate the vehicle and completing a vehicle check, you can depart.

⑤ Return

Please return the vehicle to the return location by the contracted return date and time. If you cannot make it in time, please be sure to contact the store in advance.

If additional fees are incurred due to excess fees or accidents, etc., please settle these when returning the vehicle.

The fee will be paid before departure based on the contract date and time, and any excess or shortfall will be settled when you return the car.

If you wish to renew your contract, please contact the store by the contract expiration date and, upon receiving approval, pay the rental fee to renew the contract (in principle, under the same conditions).

When renewing, payment can be made either in person at the store or by bank transfer to a designated account.

Storage location of the contracted vehicle during the rental period

The lessee must secure a place to store the contracted vehicle during the rental period.

In the unlikely event that the rented vehicle is left on a third party's private property or in a paid parking area, the Renter must promptly move the vehicle and bear all expenses, etc.

If you miss the return date without our consent, it will be considered a breach of the rental contract and damage insurance will no longer apply.

In addition to the extension fee, the lessee will be responsible for a 200% overage fee for the time exceeded after the return date and any damages incurred as a result.

If we are unable to contact the borrower for three days or more, the vehicle will not be returned and we will charge you the vehicle's current price in addition to the above fees.

However, this does not apply if a valid reason is presented.

Measures for troubles caused by rental cars

The Company shall not be held responsible for any business, mental or personal troubles that may arise between the Renter and related parties.

In addition, under no circumstances will you be able to claim for damages.

If the item is returned earlier than expected

Please note that we cannot provide refunds even if you return the equipment earlier than the contract date and time.

Credit card payment

Where necessary, we may require a copy of a valid credit card at the time of booking or upon departure.

If any of the following apply, you consent to the corresponding amount being debited from your credit card:

  • Cancellation fee (no-show cancellation fee)
  • If the payment of fees stipulated in the rental agreement and rental car regulations is delayed
  • In the event that the Company incurs any damage due to the actions of the Renter or Driver

deposit

A deposit may be required.

Towing

If towing or vehicle transportation is necessary due to an accident or breakdown, we will handle it within the scope of compensation provided by the non-life insurance company we have a contract with.

Any towing or vehicle transportation that exceeds the scope of compensation will be borne by the lessee, regardless of the cause (accident, breakdown, etc.).

The cost of moving the vehicle from the location of the accident or breakdown must be borne by the Renter.

Road service

Road service (battery replacement, jumping, tire replacement, puncture repair, running out of gas, falling off the vehicle, wheel removal, and other emergency responses, etc.) will be borne by the lessee.

*If a mechanic needs to be dispatched to your location due to your vehicle being rendered inoperable (including a flat tire or wheel slippage), you will be charged the actual cost of the on-site repair service in addition to the repair fee.

Daily Inspection

Rental cars must be inspected daily and any necessary maintenance must be carried out.

If the rental period is two days or more, please carry out daily inspections in accordance with the daily inspection chart provided in the rental car.

Any engine damage or malfunctions caused by neglecting daily inspections (oil level, coolant level, tire pressure, etc.) will be borne entirely by the lessee.

If the lamps near the vehicle's meter panel are on or you notice any strange noises or smells, please stop driving immediately and contact our shop.

In the event of a breakdown or accident occurring due to failure to do so, the renter will be responsible for all repair costs.

About maintenance

If the rental period exceeds 30 days, specified maintenance will be required every 5,000 km or every three months.

Regular maintenance: Oil change, oil filter change (if necessary), battery voltage check, replacement of consumables, etc.

If you contact the store in advance and have the maintenance carried out, in principle you will not be charged for the maintenance costs.

However, any maintenance that is not notified to the shop in advance will be the responsibility of the lessee.

Please note that we may specify a date and time depending on the situation at the maintenance workshop.

Cases where penalties or additional fees may apply

  • Damage due to stains or odors (200,000 yen + NOC): If the rental car is stained or has an odor other than that caused by normal use, and the company is unable to use the rental car at the rental facility.
  • Pets not allowed on the bus (100,000 yen + NOC): If pets or other animals are found on the bus
  • Smoking in a non-smoking car (50,000 yen + NOC): If you are found smoking in a car other than a smoking car
  • Responsibility for return (10,000 yen + NOC): If the vehicle is returned to a location other than that specified at the time of rental.
  • Loss of keys, etc.: Key replacement cost, vehicle transportation cost to Ishigaki Island Actual cost + NOC
  • Damage to rental car accessories and options such as car navigation systems and ETC: Actual cost
  • Severe door damage (150,000 yen + NOC): If the door cannot be closed due to strong winds, etc.

Violation of rental contract/rental car terms and conditions

If the Renter or Driver violates the Rental Terms and Conditions or the Rental Car Regulations, this will be considered a breach of the Rental Agreement, and the Rental Agreement will be immediately terminated and the Rental Car will be requested to be returned.

If there is a violation of the rental agreement, CDW will not apply and we may also refuse to apply for damage insurance.

Furthermore, if you damage a vehicle, you will be required to pay actual damages, including repair costs and business compensation.

Parking violation penalty fees

Procedures if a confirmation mark is attached to an abandoned vehicle during the period of use

  • Please report to the police station listed on the confirmation mark.
    *If the police contact the store after the vehicle has been returned, we will contact the renter.
  • Please follow the prescribed procedures and pay any fines, etc.
  • After the violation has been processed, please return the rental car. When returning the car, please present the documents you received from the police, the receipt, etc.

If you fail to process the violation

If you do not complete the necessary procedures for parking violations (pay any administrative fines and penalties) before returning the rental car, we will require you to sign a self-awareness form and withhold the amount equivalent to the parking violation penalty fee, as determined separately by the store.

After the violation is processed, we will refund the amount equivalent to the parking violation penalty, so please process the violation promptly.

If you are unable to process violations or pay parking fines

We will report this to the police and the Public Safety Commission and will refuse future use of the service.

After returning the rental car, you will need to report to the police, pay the fine, and then present the traffic violation notice, payment slip with a receipt stamp, receipt, and other documents in the prescribed manner in order to receive a refund of your deposit.

Regarding forced rental car withdrawal

Any of the following occurrences will be considered a breach of contract and we will forcibly repossess the rental car.

You will be required to pay any extension fees or damages up to the pick-up date, as well as the actual costs incurred in picking up the rental car.

  • If the vehicle is not returned on the contract expiration date
  • If payment cannot be confirmed
  • If penalties for violations of the Road Traffic Act have not yet been processed
  • If you have not notified us of any changes to your contact details

* Any loaded luggage will be stored in the vehicle for 24 hours after being picked up, and then moved to a storage area where it will be kept for up to 7 days.
If it is not picked up after that, it will be disposed of.

Please note that we will not accept any complaints regarding personal items loaded on the vehicle.

*If you do not comply with the forced retrieval or if you are obstructed, the item will be treated as stolen and reported to the police.

Accidents and breakdowns

If an accident or breakdown occurs...

If an accident occurs, the renter (including the driver) will be legally liable for damages.

  • Park the car in a safe location
  • Assistance to the injured
  • Report to the police from the scene

*If an accident occurs, you will need to report it to the police and the store, regardless of the size of the scratches or dents or whether there was another party involved.

*If the required procedures, such as reporting to the police and the store, are not followed, the insurance and compensation system will not apply.

Insurance and compensation system

Insurance and compensation system When you sign a contract, you will automatically be enrolled in the following optional automobile insurance. (Insurance premiums are included in the rental fee.)

In the unlikely event of an accident, we will compensate you up to the limits of the insurance amount below.

However, the lessee will be responsible for any damages incurred in the event of an accident that violates our rental agreement or rental car rules, an accident that falls under the exemption clause of the non-life insurance company's insurance policy, or an accident certificate from the police cannot be obtained.

*Hospitalization and outpatient care is limited to a period of 180 days from the date of the accident.

NOC Non-Operation Charge

In the unlikely event that an accident, theft, breakdown, damage, damage caused by vehicle maintenance, or burn marks on the seats occurs during the use of a rental car that is not the fault of our company, and the vehicle needs to be repaired or cleaned, you will be required to pay the following amount as part of business compensation.

  • If the vehicle is driven back to the scheduled location:Maximum 100,000 yen
  • If you can't drive yourself:Maximum 150,000 yen *1
  • *1 If the vehicle cannot be driven, the cost of transportation (to our designated factory) will be borne by the lessee.

CDW Accident Waiver Compensation System

If you sign up for the Collision Damage Waiver System (optional), you will be exempt from paying the one-accident liability waiver and compensation amount described above.

Please note that NOC (Non-Operation Charge) and towing charges will not be waived.

You cannot join or cancel the contract after the same rental procedure. CDW is only applicable to those who applied for it at the time of the rental contract.

If multiple people will be driving the vehicle, you will need to apply for CDW when signing the rental contract. (Up to four people per subscription)

If you sign up for NOC compensation, you will be exempt from paying NOC in the event of an accident.

In addition, if a flat tire occurs, the cost of repairing the damaged tire or the cost of the new tire will be free of charge.

NOC is only applicable to those who apply for it at the time of signing the rental contract.

If multiple people will be driving the vehicle, you will need to apply for NOC when signing the rental contract. (Up to four people per subscription)

Measures for accidents caused by intent, gross negligence, or significant negligence

① If an accident occurs intentionally or due to gross negligence

Not only will the insurance compensation system no longer be applicable, but we will also demand full compensation for the rental vehicle (current value), as well as business compensation (NOC) and damages for intentional or gross negligence (200,000 yen).

(Accidents caused by gross negligence)

  • Drunk driving, driving under the influence of alcohol
  • Drowsy driving
  • Driving without a license
  • Drowsy driving, overworked driving
  • Speeding by more than 30km/h

  • When there is a risk that you are unable to drive normally due to illness, the influence of drugs, or other reasons.
  • Road rage, etc.

② Accidents caused by gross negligence will not be covered by CDW and the following amounts will be charged as damages regardless of whether you have CDW or not.

*We will not charge you if we have paid full compensation for any damages caused by our store.

(Accidents resulting from gross negligence)

  • Rear-end collision (reverse collision)
  • Holding and staring at mobile phone
  • Ignoring traffic lights
  • Speeding violation: 15km to 30km
  • Significant improper handling and braking
  • Inattention to the road ahead, such as distracted driving
  • Navigation operations

Cases where insurance and compensation systems cannot be applied

Customers should use the rental car in accordance with the rental terms and conditions.

The customer will be responsible for any damages caused by an accident occurring under the following driving conditions:

In this case, the insurance and compensation system, liability exemption system and NOC compensation included in the basic fee will not apply.

When we have paid the damages that should be borne by you, you must pay that amount to us immediately.

If the prescribed procedures, such as contacting the police and our company from the scene of the accident, have not been taken

Regardless of the extent of the damage, whether there was another party involved, or whether you were the perpetrator or victim, please contact the police and our company immediately.

(Road Traffic Law Article 72: Measures in the event of a traffic accident)

If the rental agreement is violated

Violation of laws such as the Road Traffic Act, drinking alcohol, drug use, extending the rental period without permission, driving by someone other than the renter or the driver specified at the time of rental, sub-rental, driving without a license, reckless driving, using the rental car in violation of public order and morals, settling without our consent, failure to cooperate in resolving an accident, etc.

When the reason for exemption from insurance contract or compensation system applies, or when payment is excluded, etc.

Damage caused by gross negligence or intent, drinking or drug use, flat tires or tire damage, loss of hubcaps, etc.

Also, damage caused to property owned, used, or managed by the customer (renter or driver).

When there is a deficiency in use or management

Coverage covers theft due to leaving the key in the car while parked, loss of the key, damage caused by nuisance parking, damage to interior equipment or odors (including smoking in a non-smoking vehicle), damage caused by loss, handling or improper installation of equipment, incorrect fuel filling, damage caused by driving off-road such as on a beach or riverbed, etc.

*If the key is lost, you will be responsible for the actual costs of the key itself and any expenses incurred by our company to deliver the key.
